E-invoicing

Properties in Paraguay must adhere to electronic tax documents (DTE) for all business transactions, which contain a Unique Control Code (CDC), conforming to the specific format outlined by the National Directorate of Tax Revenues (DNIT), which operates the National Integrated Electronic Invoicing System (SIFEN).

Companies must register through the web portal assigned by the DNIT to become authorized Electronic Issuers. Suppliers of e-invoicing software must also certify themselves as Technological Service Providers (PST).

The standard format used is a Local XML format, which is submitted to the SIFEN.

The digital signature must be used to guarantee the authenticity and integrity of the electronic document from its issuance to its archiving.

Consecutive invoice numbering must be used, authorized by the DNIT (often referred to as a “Timbrado” or stamping process). The number ranges are issued by the DNIT when authorized as an electronic document issuer. The DNIT issues the number ranges and the Unique Control Code (CDC), necessary to validate the document’s authenticity and generate the graphic representation called the KuDE (Kuatia Documento ElectrΓ³nico).
